Community Based Health Insurance in Ethiopia

Title of the project: Impact Evaluation of Community Based Health Insurance in Ethiopia.

This research project is an impact evaluation on the Community Based Health Insurance (CBHI) scheme that has been implemented in Ethiopia since April 2011. The CBHI scheme is being implemented on a pilot basis in four major regional states and in 13 districts/woredas. The overall objective of CBHI is remove financial barriers and increase health service utilization rate; improve quality of care by increasing resources for health facilities and mobilize additional resources for the health sector.
 
The research project has three sub projects:

Sub project 1 Health shocks: this project deals with identification of the conduits through which health shocks affect household welfare (increased expenditures, foregone health care, greater use of labour, borrowing) androle of health shocks in perpetuating poverty

Sub project 2 Effectiveness of CBHI: Examine how health care utilization, out-of-pocket health spending, and household responses to health shocks are affected by CBHI

For sub project 1 and 2 the research project conducted household survey in 2011, 2012 and 2013 (baseline and two follow up) and facility level survey (only one has been completed in 2011, another is planned for this year). Qualitative data has also been collected using key informant interviews, focus group discussions and event history analysis.

Sub project 3 Training(August 6 to August 24, 2012): This training module consists of two broad components.

The specific aims of component 1 are to:
(i)    Examine the economic and social rationale for the public provision of health care as well as issues pertaining to the effectiveness of public health expenditure like viagra safe. This component will introduce participants to approaches that are currently being used to increase the effectiveness of health-care delivery.
(ii)    Equip participants with the necessary methodological skills and insights required to understand and critically review econometric impact evaluation studies in development and health economics. This includes the basic skills needed to conceive, design and conduct impact evaluation studies.

The specific aims of component 2 are to:
(iii)    Provide a concise overview and appraisal of options for financing health care systems in low-income countries, and assess the scope for resource mobilization through social health insurance including Community Based Health Insurance.

(iv)    Equip participants with an understanding of – and ability to – critically appraise empirical evidence on the equity and efficiency of health care systems in developing countries, with a particular focus on the measurement and explanation of socioeconomic inequalities in health outcomes.
